Community Scorecard is a new project initiated by MoH and supported by World Bank and The Asia Foundation. RACHA has implemented this project as pilot in two Operational Districts (Pearaing and Kamchaymear) with 21 health center, equal 229 villages.
The objectives of the scorecard are to: (i) improve the quality, efficiency and responsibility of a targeted public service and (ii) inform and empower community members. (draft Manual)
It’s a good communication mechanism for health center and community. They have chance to feedback their facing problems to each other. Community are educated and awareness raised, and health center are improved.
The Process of Community Scorecard
1. Village Meeting: Health center services, client’s right and provider’s right are promoted to villagers. They also have chance to express their feeling about their health center and raising about what is good and what is bad about their health center; and their request. At the end they score the health center.
2. Self-Evaluation Meeting: Health center staff also have chance to express their feeling about their clients. What makes them headache and what they request the community to do. They also score their own with same criteria that community scoring.
3. Interface Meeting: The community representatives and health center staffs could discuss the finding and prepare the action plan for solving the problem.
