Case Study

On September 23, 2010, we interviewed 3 families who are members of CBHI in 3 different health centers. This result is the following:

Case 1

Pearaing Team started to promotion CBHI and register members in June 2010; and insured validated on July 1, 2010. In the first month of implementation, there are only 10 families become members. In August, there are 137 members and there are 145 members in September. The total there is 292 families, equal 1,393 people.

Mrs Ing Ngim is one of the CBHI members. She and her family have been living in Angkeasdey Village, Prey Pnov Commune, Pearaing District, Prey Veng Province since 1983. Her husband is a teacher for Angkeasdey Primary School and she is farmer. In her free time from farming, she sells papaya salad for students at School. All of her children are students and one grandson lives in her family because his parent went to employ in Thailand long time.

“I and my husband try to work hard full year. In rainy season, we plant rice and sells snack for students at school beside farming. The total income is millions Riels per year but the life is still poor and difficult. Last year, my husband had a gastroenterogical ache. I try to find place to care him at both physician and traditional healer. I spend hundreds thousands Riels. My children are also frequently sick. I always care them with private physician at home. So that I have to pay more money”, she said.

To reply to my question “how do you expect change now you are insured?” she said, “on Saturday last week, my older son had a problem with his health. I took him to Health Center; the physician consulted and referred him to Pearaing Referral Hospital. The doctor consulted again. He said your son may have problem with his lung, then he echoes him. The problem is the same as he thinks. He asks me does your son smoke. I said no, but my husband smokes. He said smoker and smoke smeller got the same effect. However, after leaving hospital, I pay nothing even though travel. The insurer pays all for me. I will not pay more money for my family’s health. Our life will be better.

Case 2

Mr Pum Lork and Mrs Sokhoeun have been living in Prey Ting Village, Prey Ting Commune, Sitor Kandal District, Prey Veng Province since they were baby. They have three children and a mother living with them. They both are farmers. Their children are students at Primary school.

Before, their children were frequently sick but now they are rarely. Last year, Mrs Sokhoeun was operated tumor on her neck. She paid over $300.00. Now her health is normal. Her husband, Mr Lork said “nothing is sustaining forever, especially life of people. Nobody knows exactly he would not be sick or when he would be sick. So I have to protect my family”.

To reply to my question “how do you expect change now you are insured?” They said, “76,800.00 Riels is not expensive for protecting health of my whole family. I would not pay more $ for serious disease. I will be CBHI member forever if this program still implements in our district and hospital still provides good service like this”. Mr Lork continues, “Last week, my middle son got respiratory infection.  He was admitted and care in Pediatric Department at Pearaing Referral Hospital. The physicians took care with us and now my son is well”.

Case 3

Mrs Nhem Nay lives in a small old house in Tang Roleang Village, Kampong Popil Commune, Pearaing District, Prey Veng Province. She has eight children but only four children are alive including the baby she is carrying. The other four children have died. (Because of lacking nutrition, their immune is week.)  Her family becomes member of CBHI in August 2010. She just delivered her youngest daughter last two weeks. She was pregnant only seven months. She is frequently sick. Her husband is a farmer. Her older daughter works in a factory in Phnom Penh. The resource of income is farming but her family has only 2,000m2. The rice is never enough for a year. So her daughter goes to work as an employee in Phnom Penh to support their family. A few years ago she was operated tumor in abdomen in Loksang Hospital. She spent over two millions Riels. Her husband also frequently gets sick.

She said, “My daughter works hard and salary is less. She tries to save and send to us but I cannot save her money for her. I always pay for food and health care. I will not pay more money for health because my family is a CBHI member. I will also save money for my daughter”.
